《財政投資項目評審操作規(guī)程》（試行）中規(guī)定 “評審機構應當設立專門的‘稽（復）核部門’，專職負責項目評審的稽（復）核工作”，在局的部署和中心不懈努力下，項目復核工作正日趨完善，項目評審復核程序已經(jīng)逐步成為工程概算、預（結）算評審工作中重要的一環(huán)。實際工作中因時間和資源的限制，不可能也沒有必要所有項目都采用全面性復核，對于有代表性、重大的項目進行全面復核是必要的，同時隨機安排一些普通項目。項目評審復核的采用的方法分為一般性復核與全面性復核，實際工作中處理好這兩種方法，使其有機的結合，往往會體現(xiàn)出事半功倍的效果。

一、中小型項目概算項目評審復核

一般中小型財政投資項目由于建設規(guī)模不大，工藝相對簡單，在概算的編審過程中，其工程量計算、定額選項等方面的問題就相對較少，但其預算包干費、工程建設其他費和基本預備費等費用方面，也因其投資規(guī)模相對較小，重視程度相對不夠，普遍存在計算不夠準確，丟項、漏項，不按規(guī)定標準計算等方面的問題，而且投資額接近100萬元的施工項目，是否達到招標規(guī)模的分界點，如果作為投資控制目標的概算額不夠準確的話，容易造成施工采購方式上的誤判，給項目管理及投資控制帶來的麻煩是不言而喻的，因此實際工作中，要注意合理確定人工、施工機械、材料及設備等費用的價格期間。

概算中人工、施工機械、材料及設備等價格采用的價格期間，一般來講要與施工圖紙的出圖時間、概算的編制時間以、項目立項及計劃實施的時間相吻合。部分項目由于概算編審的周期較長，概算的評審時間相對后移了許多，中介機構的個別人員往往將上述價格的期間調整為評審的時間，其做法顯然欠妥。評審及復核中均要注意與建設單位進行溝通，了解項目的真實狀況，才能確定合理的價格期間。

（一）有上下限標準的費用項目是否按規(guī)定計算

在我省現(xiàn)行定額章節(jié)說明中規(guī)定“有上下限費用標準的項目，在編制設計概算、施工圖預算和招標控制價時，應按上限計算”，實際中習慣性按中值計算的錯誤現(xiàn)象屢見不鮮。按定額規(guī)定預算包干費的包干內(nèi)容一般為：施工雨水、污水的排除；工程用水加壓措施；施工材料堆放場地的整理；工程成品的保護；施工中的臨時停水停電；日間施工照明增加費；完工后的場地清理。其費用標準為按工程量清單項目費或分部分項工程費為基礎的0~2%計算。在某植物基地的建設項目概算項目復核中，就發(fā)現(xiàn)預算包干費率取值就是按中值1%計算的，依據(jù)該規(guī)定要求中介機構給予更正，其工程用由767.70萬元調整為774.93萬元。

（二）工程建設其他費計算是否準確、全面

在《市政工程設計概算編制辦法》（建標【2011】1號）的附錄三《現(xiàn)行規(guī)定下工程建設其他費用計算表》中, 共列出了建設單位管理費等18項通常所發(fā)生的工程建設其他費用，每項費用計算方法及指標和依據(jù)都一一列出供參考，實際中是否都計算或增加其他費用項目，應結合工程項目情況和其他相關文件予以計算和確定，但不發(fā)時不能計取。

例如，在某植物基地的建設項目概算評審復核中，發(fā)現(xiàn)勘察費按設計費的85%計算，施工圖審查費率按設計費的7%計算，該兩項其他費與《市政工程設計概算編制辦法》及相關文件規(guī)定不符，及時向中介咨詢機構反饋情況并發(fā)出了《項目復核意見表》，很快也得到中介咨詢機構的回復（見下表），按復核意見調整后，其工程建設其他費用由111.75萬元調整為91.95萬元。

一般情況下，如工程咨詢費、地質災害危險性評價費等具有明顯行業(yè)或地區(qū)特征的工程建設其他費用項目不是每個項目都發(fā)生，各部門及地區(qū)一般都有補充辦法，平時就要注意積累相關資料，避免遺漏。大多數(shù)概算的工程建設其他項目費用，送審時費用項目都比較齊全，但也有個別項目對諸如招標服務費、施工圖審查費等項目容易漏項或誤扣，也要引起足夠的重視。

（三）基本預備費是否按規(guī)定計算

基本預備費是指在設計概算中難以預料的工程和費用，其主要用途為：在進行初步設計、技術設計、施工圖設計和施工過程中，在批準的建設投資范圍內(nèi)所增加的工程和費用；由于一般自然災害所造成的損失和預防自然災害所采取的措施費用；在上級主管部門組織竣工驗收時，驗收委員會（或小組）為鑒定工程質量，必須開挖和修復隱蔽工程的費用，目前市政工程基本預備費率為工程費與工程建設其他費之和的5%~8%，其取值按工程具體情況在規(guī)定的幅度內(nèi)確定。

二、預（結）算項目評審復核

（一）復核施工圖預算的暫列金額的是否符合規(guī)定

其他項目費中的暫列金額按規(guī)定應該計入工程造價，但不為承包人所有，工程結算時按合同約定計算，剩余部分仍歸發(fā)包人所有。招標控制價和施工圖預算按分部分項工程費的10~15%，用于合同簽訂時尚未確定或不可預見的所需材料、設備、服務的采購，施工中可能發(fā)生的工程變更、合同約定調整因素出現(xiàn)時的工程價款調整以及發(fā)生的索賠、現(xiàn)場簽證確認等的費用。
